The missing form to prove it didn’t exist makes its big comeback

Members of the public must now request a certificate of non-issuance at the counter responsible for issuing unobtainable documents.
The administration assures that the procedure is simple, provided you supply the form it hasn’t created yet.

On Monday morning, several residents discovered they could not renew their parking permit without a recent proof of residence. To obtain it, they had to present a valid parking permit: an administrative loop that the relevant departments describe as “a consistency check.”

At counter A, you are advised to go to counter B. The latter sends you back to counter A, but only by appointment, which must be made online using a number shown on the missing supporting document. “We proceed methodically: each incomplete file helps us identify a new document to request,” a manager is said to have declared, according to a press release that specifies this quote was never actually uttered.

Management reminds everyone that deadlines are being met, since the countdown only begins once the file is complete. It is nevertheless considering creating a form to report that a file cannot be completed for lack of a form. In the meantime, users are invited to wait in the line reserved for people who are waiting to find out which line to wait in.
