# **PERMIT TO WAIT: The administration issues a provisional refusal… pending your application**

City Hall claims to have processed Ms. Lenoir’s file, even though she is still waiting for the form needed to submit it.
To regularize the situation, she is asked to prove that she has not received the response she has yet to obtain.

After six weeks of waiting, Ms. Lenoir received an official letter congratulating her for meeting a deadline that had not yet begun. The letter states that her file is “complete, subject to missing documents,” without specifying which ones.

When she went to the counter to clarify this point, she was invited to make an appointment online. The website, for its part, recommended that she contact the counter. Once she had obtained her appointment, she discovered she first had to provide the appointment confirmation in order to keep it.

“We did find your file, but only in the list of unfindable files,” an agent allegedly explained to her, according to an internal memo.

City Hall assures that the procedure is moving forward and that any challenge must be filed before notification of the final decision. Which, it is specified, can only be sent after receipt of the complete file. Ms. Lenoir still does not know what she is missing, but she now has a tracking number to wait officially.
