Applicants must provide document B-17 to prove they never received it.
At the counter, staff insist the procedure is simple — provided you have already been refused.
Since Monday, the administration requires applicants to present form B-17, certifying that they did not receive form B-17. Those who cannot produce it are invited to request a copy from the Office of Unfindable Documents, closed every Tuesday for inventory.
“We have simplified the process: you now only have to fill out fewer forms, but in a more precise order,” explains a department official, who wished to remain anonymous in order to preserve their anonymity.
To avoid errors, applicants must submit their file at counter 4, then go to counter 4B to obtain authorization to queue at counter 4. A special line is provided for those who do not know which line to stand in.
The administration finally reminds everyone that any incomplete file will be rejected, while any complete file must be presented again to verify that it has not been completed in error.
